Phát hiện chính:
Dựa trên một tổng quan hệ thống tài liệu tiếng Việt và xuất bản tại Việt Nam, cùng với khảo sát 400 người lao động ngoài trời tại các đô thị ở Việt Nam, chúng tôi rút ra bốn phát hiện chính:
1. Chỉ một trong số tám nghiên cứu được xác định trong tổng quan hệ thống tập trung vào người lao động phi chính thức ngoài trời tại đô thị ở Việt Nam.
2. Một tỷ lệ đáng kể người lao động ngoài trời tại đô thị là nam giới, là người lao động di cư (tạm trú), và không có chỗ ở ổn định.
3. Việc tiếp xúc với nắng nóng gay gắt trong giờ cao điểm khiến hơn một nửa số người lao động ngoài trời có nguy cơ cao gặp các vấn đề về sức khỏe liên quan đến nhiệt, hô hấp và da liễu.
4. Biến đổi khí hậu ảnh hưởng nghiêm trọng đến sinh kế của người lao động ngoài trời, dẫn đến giảm thu nhập và phần lớn thiếu tiền tiết kiệm cho tình huống khẩn cấp.
Kiến nghị:
Dựa trên kết quả nghiên cứu sơ bộ, chúng tôi đưa ra ba nhóm kiến nghị như sau:
Kiến nghị 1: Cải thiện điều kiện làm việc
o Thiết lập các trạm nghỉ di động tại khu vực có mật độ người lao động ngoài trời cao (chợ, bến xe, công trường xây dựng).
o Tạo quỹ công-tư để cung cấp thiết bị bảo hộ (mũ bảo hiểm, quần áo chống nắng, khẩu trang) cho người lao động ngoài trời.
o Phát triển ứng dụng định vị điểm trú ẩn, nguồn nước, cảnh báo thời tiết và hướng dẫn an toàn.
Kiến nghị 2: Tăng cường bảo vệ sức khỏe
o Triển khai đội ngũ y tế lưu động để khám sức khỏe và tiêm chủng miễn phí tại các điểm tập trung người lao động ngoài trời.
o Cung cấp các gói bảo hiểm vi mô phù hợp với mức thu nhập của người lao động tự do.
o Thiết lập hệ thống cảnh báo sớm thời tiết khắc nghiệt kèm hướng dẫn về giờ làm việc an toàn.
Kiến nghị 3: Hỗ trợ sinh kế
o Tạo quỹ hỗ trợ khẩn cấp cho người lao động ngoài trời trong thời tiết khắc nghiệt.
o Cung cấp đào tạo nghề ngắn hạn để hỗ trợ chuyển đổi nghề nghiệp sang môi trường làm việc trong nhà hoặc môi trường làm việc có các biện pháp bảo vệ tốt hơn.
o Phát triển nền tảng kết nối việc làm theo mùa giúp người lao động tìm việc làm thay thế khi gặp điều kiện thời tiết bất lợi.

Key Findings:

Based on a systematic review of Vietnamese literature and publications in Vietnam, along with a survey of 400 outdoor workers in urban areas in Vietnam, we have identified four main findings:

1. Only one out of eight studies identified in the systematic review focused on informal outdoor workers in urban Vietnam.
2. A significant proportion of outdoor workers in urban areas are male, migrant workers (temporary residents), and lack stable housing.
3. Exposure to intense heat during peak hours puts more than half of outdoor workers at high risk of heat-related, respiratory, and dermatological health issues.
4. Climate change severely impacts the livelihoods of outdoor workers, leading to reduced income and a lack of savings for emergencies.

Recommendations:

Based on preliminary research results, we propose three groups of recommendations as follows:

Recommendation 1: Improve Working Conditions

• Establish mobile rest stations in areas with high densities of outdoor workers (markets, bus stations, construction sites).
• Create a public-private fund to provide protective equipment (helmets, sun-protective clothing, masks) for outdoor workers.
• Develop an application to locate shelters, water sources, weather warnings, and safety guidelines.

Recommendation 2: Enhance Health Protection

• Deploy mobile medical teams to provide free health check-ups and vaccinations at outdoor worker gathering points.
• Offer micro-insurance packages suitable for the income levels of freelance workers.
• Establish an early warning system for extreme weather with guidelines on safe working hours.

Recommendation 3: Support Livelihoods

• Create an emergency support fund for outdoor workers during extreme weather conditions.
• Provide short-term vocational training to support career transitions to indoor work environments or environments with better protective measures.
• Develop a seasonal job connection platform to help workers find alternative employment during adverse weather conditions.
